How to stream live video from an underground camera without wireless networks?


I am looking for a solution to stream live video from a camera that is attached to a cage (elevator) going down an old mine shaft that is 800 ft deep. The shaft may have some damage or obstruction, so I need to see the video in real time and be able to stop the cage if necessary. I do not have access to wifi or cell service in the area. Is there any technology or method that can enable this kind of video transmission?
